When the Moon Rises is a coat item in the Republic of Wasteland suit Circles of Moon Shadow. It could be obtained through the Flowing Garden event and can now be obtained through the Wish Gate.
Appearance[]
A long black shawl that is draped behind the wearer's back. The shawl has multiple gold tassels dangling from both ends along with two segmented gold stripes above it. A gold armband decorated with two small, red-eyed snakes and several green, red and blue gems in the middle is placed around the right arm.
